Claroline is a set of tools working around a central database and central data repository. When we're working into a tools for course (major sense of claroline), it's also working netween course database and a course data repository.

The goal of the the claro_init script family is to provide common tools in less include as possible to make the link between tool's script and current user, course and group by setting of a variable set to use in the script.
